Home Zone development needs the support and involvement of local residents. There is also a need to adapt the Home Zone concept to local circumstances. There are still no formal Home Zones in the UK and everyone involved in campaigning for them is aware that the idea will evolve as it crosses the Channel. It was therefore essential to begin a process of information and discussion with local residents to ensure that the Home Zone was supported and that its development reflected local priorities and needs.

The Residents Association had already conducted an informal house to house survey and reported universal support for the idea of a Home Zone.

The Housing Corporation agreed an Innovation and Good Practice Grant to part fund the programme of consultation and involvement. Moat Housing Society and Swale Borough Council committed money and staff time. The Residents Association also agreed that the project was the priority for their time and effort.

On 4th August 1999, two weeks before the street party, the DETR announced that Cavell Way was one of the nine national pilot Home Zones. This ensured some local media coverage and the arrival of the TV cameras on the estate conveyed to residents that something important was happening.

Pilot status does not bring any financial help with the construction of the Home Zone. However DETR are arranging and financing a comprehensive evaluation of the project. Cavell Way is the only pilot in Kent and the only Social Housing initiative.
