At present there
is no official government support for Home Zones in the UK, however
some significant steps have been made towards legislation.
In 1988, under
the ten-minute rule, Helen Brinton, Member of Parliament for Peterborough,
introduced a private members bill, which would have given legal
priority to pedestrians and cyclists in developing Home Zones. This
bill is unlikely to become law and there is no other similar legislation
being considered at this time.
In June
1999 legislation was passed which gave Local Councils greater
freedom to impose 20mph zones. This is a move in the right direction
although the limit is much higher than the 10mph sought and currently
adopted by most European Home Zones.
On 4 August
1999, Lord Whitty, Transport Minister, visited an event in Broughton
Road, part of the Five Roads Forum, West London, which was organised
by the residents and Local Council. He announced that there would
be nine Home Zone pilot schemes initiated throughout England & Wales,
The pilot
schemes are:
Five
Roads Forum, West Ealing
Holmewood, Streatham Hill, Lambeth
The Methleys, Chapel Allerton, Leeds
Northmoor, Longsight, South Manchester
Magor Village Core, Monmouthshire
Nobel Road Estate, Clifton, Nottingham
New England, Peterborough
Morice Town, Plymouth
Cavell Way, Sittingbourne, Kent
The schemes
will be evaluated to analyse changes in street use after their introduction.
These monitoring activities will be funded by Central Government.
The respective Local Council's will fund the schemes themselves.
Additional schemes
are encouraged to join the pilot and information gathered from them
will help the over all project.
On the 13th
January 2000 a meeting was held with the DETR,
representatives of the nine pilot Home Zones, Transport 2000, The
Children's Play Council, The
Scottish Executive, The Welsh Assembly and the Northern
Ireland Office. The out come of this very important meeting
was that the DETR has agreed to allow local authorities to sanction
10 mph zones if they want them. At this stage they will only be
advisory signs and not mandatory. Also Scotland is to pilot 2-3
additional Home Zones!
